#4, depends on what game you want to play primarily. 1.6 needs almsot no gpu, so 7900. new games might need more, but i would still go 7900. 7900s arent THAT much cheaper then a 7950, maybe $50 tops
Why do you need two raptors? You really don't need one raptor, you may see a decrease in loading times but you would get alot more out of a more powerful gpu.
edit:: #4 it actually depends on the 7950. There's the 7950gt and the 7950gx2, which is the same price as the 8800gts. Also most games today are highly gpu dependent.

ure actually spending more on 8800 ..i mean a lot! i will cost your $300 more + it requires a better psu with high voltage...so on the long run ure pretty much losing money...unless u have mad cheddar to spend.
im gonna wait for the lower versions of the 8 series...i mean i dont need that much power concerning dx10..so my sli setup of 2x7900gs are preety rad and will be for months to come...

gtx is better, not saying gts still isnt amazing, but first thought would be your refering to gtx
x1950 pro gives about the same peformance as a 7900gt - it also has HDCP and can do AA + HDR.
i always would pick nvidia > ati
