Could someone tell me if it is a Router problem or if not what could cause me to be sent on average 89,304 and only recieve around 73.

yeah thats the router probably. mine does that too (very rarely). try to unplug the power to the router and modem for about 30 seconds, then plug it in again and try to reconnect

or search for network connections if you change networks often

your modem is not receiving incoming information probably because of the routers firewall, or firewalls conflicting with eachother on the network
