Recently, I've been getting random lag spikes/stutters that last like half a second, but it is enough to screw me over sometimes. I've been getting constant 99 fps, and I have a geforce 8600 gt, amd 3200+ 2 ghz, 2gb ram so it doesn't seem like my hardware is the problem. Ran several virus/adware tests and nothing popped up. I'm stuck -_-
First figure out if it's just CS 1.6. Does the stuttering occur in other games and on your desktop? If it does, it's probably a mobo issue and I would try changing SATA connections.
i have the same problem... it has nothing to do with your fps.. your ping like shoots up from 30 to like 80 and it feels like ur cpu freezes for .01 seconds
u have to look reallllllllllllllllly closeley at ur net graph to notice the ping change
I have the same problem, it is not viruses or your ISP. I would be willing to bet both of you have Windows Vista. Vista and CS 1.6 don't get along well. The only solution I have found so far is install Windows XP.
omg the same thing happens to me bro..ok listen. i used to play 1.6 all the time. then i switched to source for a while and played . i was bored one day and decided to play 1.6...when i got into the server i was speeding really fast almost like speedhacks, but it was unbearable. even when i spectated someone they were shaking. i am sure this isnt hacks and it is something to do with my computer. my computer handles cs1.6 perfectly with 99-100 fps constant. one day i downloaded windows service pack and it seemed to fix it. but i was wrong. now i would walk around and be normal but then randomly freeze for about a second, then unfreeze. i waited a while tryed re in stalling and everything. and when i came back to play i was speeding again.lol

I have never in my life seen such a random load of rubbish in one sentence. Please explain hoiw you came to the conclusion that his Motherboard was at the source of the issue. Also, please can you explain why replacing the SATA "connectors" would help ease his problem. If you don't know anything about the physical makeup of computers, then please don't share your ill found solutions with people.

It's a bandwidth issue. I would get the problem at home on my optimum online connection, but once I came to school it has not happened since. It's definitely a bandwidth problem.
