sometimes the drivers glitch, maybe the drivers are buggy since they are quite new try turning vsyonc on, hitting the apply button, then turning it off and hitting the apply button again sometimes that fixes it also, fps_max 101 ? :D
Its your multi display settings. Go to where you turn off V--sync. Above it is like mutli display and it is set to more than one. Set it to single display.
60 fps YES VSYNC IS OFF
yes vsync is off + when i put -freq 75 in cs launch options it gives a "mode not supported" or something kind of error

My friend has to have vsync on otherwise his internet dies on him while playing cs...
I saw it happen.
try turning vsyonc on, hitting the apply button, then turning it off and hitting the apply button again

If you want to keep using it, put it at 70hz or something lower and try it
