I'm in the market for a cheap TV Tuner card just to occasionally watch some basic cable on my monitor since I don't have a TV of my own. I usually just browse the newegg reviews and can find a decent answer that way however this was more difficult. I'd like to stay under the 50$ barrier, 40 if possible. One thing that all of them seemed to have in common was a poor picture quality. Do you guys know any that has a picture quality that is any better than the others? Thanks

the picture has a little static but still very clearly watchable
