#12 it doesn't sound like he will be gaming on it, so it will be fine. The 8400GS can do mild gaming if need be, can at least hold down Half-Life 1 games.
#4 beggars cant be choosers #12 mATX boards are fine. they perform no different to full sized boards minus a few generally pointless features (39 SATA ports etc..) my mATX runs an e8200 @ 3.6ghz just fine #13 although he might not be gaming on this thing, there is little to no point in buying a 8400gs even if it is $25. an 8400gs is not much of a step up from onboard graphics, not that onboard will have any trouble in runnning half life 1...
the problem with both #2's and #11's build is that they use crumbier components, which are fine for his needs now, but won't benefit him at all if he does ever decided to play the odd game in the future(not 10 year old games rofl). the motherboards listed won't overclock well (not that he will necessarily be doing this) but that will diminish any possiblity of him getting anything worthy out of this system. with an evga 650i and a relatively small invest meant of $25 ala Artic Cooling Freezer 7 Pro he could take that e2180 well above 3Ghz putting in right up there with intels higher end chips
but without the rebates, this system is well out of his budget which could be a problem. and rebates are not always the most convenient thing to have given how much of a hard time you can have trying to get manufacturers to honor them, if you're illegible in the first place
#2 note. ecs 780g intergrated graphics chipset has UVD (HD video decoding) but using external vga(geforce7xxx) makes that option disabled. so in use of external vga there is no difference within 690g,gf7025,520a,gf6100 and 780g mobo. isn't it? Only for movie-watching 780g igp(HD3200) is just good and not bad choice. (and for me, ecs mobo allows me to overclock the cpu as much as my fingernail, Ecs makes mobo somewhat cheap and unstable)
