Well, Short story I used to change my ip on windows XP but now that i've bought a new computer ( 4 gb of ram thats why i have to use vista ) anyhow I can't change my ip anymore and it always used to with XP any ideas what can help?
Cable, Roadrunner it always used to change on my other pc without any problems same internet.. same modem.. I even connected the OLD pc to test it out to see

Well, I've already used 2 programs DHCP forcer and a program made by my buddy when I used DHCP forcer it dont work it says unidentified network and on my program it just goes back to the same IP ( should do the /release etc commands in the cmd crap )

I would but I don't wanna spend that much money on a new OS because im gonna upgrade the video card to this
It supports up to 4gigs, and recognizes it, but 1 gig is reserved for the kernal.
If you really want full use of the 4 gigs, you can go into your windows folder and then to boot.ini and change shit around. I wouldn't recommend doing that because it might cause applications to fail and whatnot. You're better off with a 64bit OS anyway :P
unplug your modem for 24 hours, the modem will then reassign a new IP, most ip's are used consistently, but your modem will forcibly apply a new one after a day of inactivity
It sounds like you are trying to get a new DHCP IP. Most of the time you can do this by simply restarting the computer or by running cmd ipconfig /release ipconfig /renew. If your IP reverts then your TCP/IP protocol is configured/locked/set into an specific IP and is not set to obtain a new DHCP automatically. If your are trying to change your ISP IP, then either your ISP gave you a static IP or your ISP does not allow you to change your IP.
5 -6 gb is a waste on any 32 bit os. no matter what your comp shows you, IT WON'T USE MORE than 3.5ish. its IMPOSSIBLE. vista got a patch to make people happy, by showing them how much ram they have installed, but nothing but 64 bit will USE over 4.
also, i didn't read, but why do you need to change your ip? are you getting banned a lot or something?

yes because XP doesn't recognize over 3 gb and I do plan on upgrading it to 5 or 6
