Delete all files from your "counter-strike" folder, but make sure you got a copy of the files you need. Like "config.cfg", maps and so on... Maybe this will solve your problem.

I have the same probleme. I tryed every possible thing with my virtual memory without success. I uninstall cs/steam, delete local content without succes too.
But, I just bought a new cpu and downloaded driver for my 8800gt from EVGA site. So it might be the probleme.

I get that, i just try and open cs again and it works.

Found the problem. The problem is from the Lastest EVGA driver 177.79. Just update to 177.83 or try the 177.41 that seems very good too. I have the 177.83 and no more problems.
