Well there can be a multitude of reasons for this happening.

Either:

A. Network Lag (others on your home network using bandwidth that strips your 1.6 upload speeds and hence forth causes lag.)

B. cl_updaterate is not set to 100.

C. Rate is not set to 30000

D. Bad routing to the server you are playing on.(if it happens on all/most servers rather than just some it could be something in your PC causing conflicts with your latency. Press CTRL-ALT-DELETE and check your network usage under the Networking tab. Network Utilization should not be at 1%(this is actually 100% but for some reason in Windows XP it just says 1%... assuming you're running Windows XP.)

E. Disable ANY & ALL programs running that don't need to be running in the background.

There are more possibilities but tell me if any of the above are the cause of the problem before I continue.

#2 rates shouldn't be exactly the same for every person. if you cared enough, everyone should work out their own and waste a bunch of time.

also, programs running in the background don't usually use bandwith and most cpu's made in the last 30 years are good enough to run 1.6 with a little extra in the background

#5 That depends on WHAT is running in the background. For example, say you have a program that polls the internet on a timed basis say every 5 minutes... this CAN cause spikes under some circumstances. There are A LOT of reasons why this would happen #1 you really just have to figure it out yourself or get a friend to help you who knows about PCs.

#5 Rates CAN be different for those who don't use cable and the rates I provided are for cable users with a decent connection, which I assume #1 has. 10-20M is either Cable or DSL.

Okay first of all your statement on your bandwidth is completely wrong. 10 - 20 Mega means nothing to me. Please run a speedtest properly on your ISP's local server and tell us your upstream and downstream speeds. You should also run a trace route to a 1.6 server and see what the results give you. Also you have given us no information on your network, like how many hosts you have, what kind of networking equipment are you using. If your using a router disable the firewall or open UDP ports for cs dont open any TCP ports since TCP packets are larger and slow then UDP packets.

Also try playing another game and choose the same geographical location for the servers and see if your latency spikes up and down as in cs, and an anti-virus application function is not meant to monitor network traffic over the NIC, but since anti-virus application are so restricted now a days, check to see if the application is trying to up date itself.

To successfully run a proper speed test
· Bypass all 3rd party equipment (routers, switches, hubs, bridges etc.)
· Connect to internet via cable/ADSL modem directly
· Clear DNS cache by executing ipconfig /flushdns command in windows
· Whatever web browser you are using, delete all cookies and temp files
· Find your ISP's closet geographical test server and run the speedtest
· The results will be measured in bits and not bytes example 30Kilobitsperscond, or 8Megabitspersecond (for cs 1Mbps is fine if your only running cs on your network w/ one user)
· If your cable then downstream will be larger than upstream same with ADSL

okay your having internet problems since your upload is higher then your download, contact your ISP and run through a speedtest with them and and ask them what your provisioned for. 2.5Mbps download isnt that great considering its cable, tell me if you live a monopolist area in a city or rural area.

oh snap ur right LOL miss read that, your getting about 25Mbps download and 3Mbps upload, which is great so yes its something on your computer causing the lag, try playing another game and disable any firewalls on your computer even windows.
