well i like to clean my computer once my temps start rising for no reason, or if i see a buildup of dust in my case. i tend to clean my fans out lightly every couple weeks. deep cleaning if i see nothing but gray.
upgrading should be done if (in my opinion) you want to play newer games that keep coming out, but not a half-assed upgrade either.

I usually do what #2 said. If my temps are getting high I open it up and clean it out with an air compressor. Otherwise, I just lightly clean out the fans if I see dust building up. Only upgrade your computer if you need the extra power.
cleaning your computer once in a blue moon is vital to keep it's components running the way they should be. however, cleaning cpu's don't necessarily increase their performance, but helps it in the long run as to how long the parts will last. with regards to hardware - it's completely optional, if you're a modern day gamer in demand of higher needs for quality gaming, it's suggestive of buying better hardware to suit your needs, as opposing to lowering your graphic settings to maximize performance...it's not really impossible to keep up with the latest hardware, month by month, new advertisements and products are released, some of which are better than others, but rarely will a company release a product that's considered to be the best they've ever created. so, it's best to do your research on hardware parts that have boomed through out to see if they're worth your money.
