usually when I play cs, my loss goes from 0 to 18 and just keeps going back and forth and as for my choke, it usually ranges from 3-4 and the game feels a little choppy.
years ago i used to have some loss, so i inserted a real network card and used it instead of the integrated one, it seemed to fix it. loss can also occur if your internet cables are weak somewhere
you should check if it loses packets other servers also. go to start -> run: cmd -> 'ping -t google.com' let it run for 30 secs and stop the pinging with ctrl+c and see the results if any packets get lost
