#17 if you're planning on having 100 fps on CSS, which i doubtly think that even the ones i mentioned can be 100% certain they'll keep that framerate, the game is more CPU based and ATI has something agreed with valve that slightly boosts the fps.
#20 im sorry but no one really uses D3D anymore lol and i've never seen anyone use it on CS 1.6/CSS aswell, the thing is, in CSS, ati is actually better than nvidia, i've used both card and for example: with a FX5200, i get 30 fps, with a radeon 9xxx series (the one which corresponds to the fx5200) i manage to achieve 50 fps
of course if a laptop can get 100fps on CSS the same will definitly happen on CS 1.6
#22 lol, just take a look at clevo for example and conclude it for yourself, it's like -500$ less for the same specs and it doesn't bring a shitty design
gaming laptop

If you're planning on just playing at a decent framerate and/or CS 1.6, this one is the best buy from those two for sure http://www.newegg.com/Product/Product.asp..

Anyone who says otherwise is a joke. Plain and simple.
I was looking into a nvidia 130m and it seems it maxes HL2/CSS and obviously 1.6
