I don't know if this helps but I was running 3DMark Vantage and got an average of around 45 fps on the second GPU test, the one that's in outer space.
I would tell you the score but I forgot to write it down and trial accounts can only get results once.
EDIT: I also downloaded game booster but that didn't seem to help. I tried the video stress test in CS:S and I couldn't tell exactly but I know I saw a 7xx fps in there. My average was like 468. I saw a guy on YouTube that got 999. It might just be that he has a better rig (8gigs of ram, same gpu and cpu though...)
what psu you have and how many amps on the 12v rail?
If that's not the problem, download AMD Gpu Tool (Latest version) and set the clocks to default (This turns off powerplay by keeping clocks at default)

ATI 5870 FPS
Now, when I loaded it up today, it got all the way down to 90 fps, and the max was around 150 fps...
Can someone help me?

But it's dropping all the way down to 60 fps in tf2.
Try disabling the power saving features for the CPU in the BIOS, see if it changes anything.

Also, he has 4 extra gigs of ram, not 2
